Position Summary
Our client, the Integrity Commission in Jamaica, is seeking a strategic, results-driven Director, Finance & Accounts, who will also serve as the Commission’s Chief Financial Officer (CFO). Reporting directly to the Executive Director, the CFO is responsible for the overall leadership and management of the Commission’s financial operations, including budgeting, financial reporting, procurement oversight, and implementation of Results-Based Budgeting (RBB).
The incumbent will provide sound fiscal guidance to ensure compliance with statutory and regulatory requirements while supporting the Commission’s mission, strategic priorities, and operational objectives.
Positions Reporting to the CFO:
Finance Managers, Accounting Officers, Budget Officers, and other relevant finance personnel.
Liaises With:
Executive Director, Directors, Audit Committee, Ministry of Finance & the Public Service, Auditor General’s Department, Accountant General’s Department, and other external partners.
Responsibilities
- Prepare and manage the Commission’s annual budget, financial plans, and cash flow forecasts.
- Oversee day-to-day financial operations including payroll, accounts payable/receivable, and financial reporting.
- Provide strategic financial guidance to executive management on fiscal matters.
- Present financial statements and reports to the Executive Director, Board, Ministry of Finance, and Parliament.
- Maintain sound accounting systems and ensure timely and accurate reporting.
- Monitor procurement processes to ensure compliance with relevant public sector procurement legislation.
- Serve as liaison with internal and external auditors and oversee audit readiness and response.
- Implement internal controls and financial risk management strategies in consultation with the Chief Risk and Compliance Officer.
- Review and enforce accounting policies and systems; drive operational efficiency improvements.
- Participate in and contribute to Audit, Finance, and Technology Committee meetings.
- Collaborate with the Chief Strategy Officer to embed RBB and align KPIs to the Commission’s Strategic Business Plan.
- Uphold the Commission’s credibility through accurate and timely financial analysis and reporting.
- Supervise, mentor, and evaluate direct reports; support professional development and succession planning.
- Maintain robust working relationships with departmental budget holders to ensure effective financial monitoring and analysis.
- Perform other related duties as assigned by the Executive Director.
Requirements
- Member of the Institute of Chartered Accountants of Jamaica.
- Experience with GoJ accounting systems and budgeting frameworks.
- Minimum 10 years of progressive experience in finance/accounting, with at least 5 years at the CFO or equivalent level.
- Experience with Government of Jamaica (GoJ) public procurement management.
Desirable Assets
- Training in project management and project accounting.
- Proficiency with electronic accounting systems (e.g., SAGE, Peachtree).
- Strong command of Microsoft Office Suite.

Knowledge Requirements
- Comprehensive understanding of Jamaica’s financial regulations, tax laws, and public sector financial administration.
- In-depth knowledge of International Financial Reporting Standards (IFRS).
- Working knowledge of the Integrity Commission Act and related statutes.
- Familiarity with GoJ Public Procurement Act and statutory payroll obligations.
Work Conditions
- Standard office environment.
- May be required to work beyond regular business hours in response to operational demands.
Authority To
- Sign cheques and authorize financial transactions as per delegation from the Executive Director.
- Implement financial decisions within guidelines established by the Ministry of Finance and the Commission.
